Department of Official Language

Hindi Cell was established in Andaman and Nicobar Administration on June 25, 1969 to comply with the Official Language Policy Rules and Annual Program issued by the Government of India, Ministry of Home Affairs, Department of Official Language. After that the Department of Official Language was established on January 25, 2000. The Department of Official Language, Andaman and Nicobar Administration is carrying out the responsibility of translation work and implementation of the Official Language Policy of the Indian Union. The Head of the Department of Official Language is the Secretary (Official Language), Andaman and Nicobar Administration, the Hindi Officer-cum-Ex-Officio Deputy Secretary (Official Language) is the Head of the Office. There are 3 sections in this department:-

(1) Administrative Section (2) Accounts Section (3) Training and Translation Unit

Hindi typing and stenography training is being conducted in the training center of this department under the Hindi-Teaching Scheme of the Government of India. The duration of Hindi Typing training is six months and the duration of Hindi Stenography training is one year. The employees who have passed the training are being given the benefit of increment and cash rewards. Committees have been constituted at three levels to monitor and review the use of official language Hindi:-

(1) Central Committee on Official Language Implementation

(2) Official Language Implementation Committee

(3) Departmental Official Language Implementation Committee

These three committees are headed by Hon'ble Lieutenant Governor, Chief Secretary and Heads of Departments respectively. Meetings of Official Language Implementation Committee and Departmental Official Language Implementation Committee are held regularly in every quarter. Important decisions are taken and followed in the meeting.

At present, many efforts are being made to do official work in Hindi in the offices of administration. Ten subjects have been selected for doing government work in Hindi. Nodal Officers (Official Language) have been designated in all the offices whose responsibility is to monitor the implementation of Official Language in the respective departments. Hindi units have been established in almost all the offices of the administration and Hindi translator services have been provided in many departments, due to which the departments are getting a lot of convenience in working in Hindi, by those departments which do not have Hindi translator. The required documents are sent to the Department of Official Language for translation.

Documents of all those departments and sections of administration are translated by translators working in the Department of Official Language, which do not have translators. Apart from this, the translated materials received from different departments are checked and after rectification, it is sent back to the concerned departments. This department translates citations on Republic Day and Independence Day. On various occasions the messages and speeches of the Hon'ble Lieutenant Governor are prepared in Hindi. Apart from this, Hindi translation of all the notifications and other materials issued by the administration is made available. Questionnaires of parliamentary committees attached to various departments are prepared in Hindi.

The Parliamentary Committee on Official Language also visits the islands from time to time to inspect the status of use of Hindi in the administration. During this, assurances are also given by the administration to meet the deficiencies found. Keeping all these things in mind and with a view to increase the percentage of Hindi work, order has been issued by the Hon'ble Lieutenant Governor to work in Hindi on ten subjects. Incentive schemes have been started by the Government of India, Ministry of Home Affairs, Department of Official Language to do official work in Hindi.

To study the status of use of Hindi in the departments of administration, inspections are conducted from time to time by the Department of Official Language.

Hindi Pakhwada is organized every year on the occasion of Hindi Diwas from 01 to 15 September. During this various competitions are organized for government officials/employees and students and prizes are also given to the winners. Hindi workshops are organized in every department of administration to remove the difficulties faced by government employees for working in Hindi. Apart from this, state level essay competition for students and seminars for government employees of administration are also organized from time to time. Humor Kavi Sammelan is organized every year on "Island Tourism Festival". We consider ourselves very fortunate that we have got the opportunity to serve the official language Hindi and we will always strive to maintain the dignity of the official language Hindi.
